The plate is used.Has pressure marks at the lower mounting holes.Lays nearly flat,very minor surface rust.Made of thin tin (wow, now im rhyming).But all-in-all its a nice low number This is an old obsolete plate.it is a collectors item.it is conformant to ebay rules.it is not of government or federal issue. I am not a collector I am just describing the plate to the best of my ability Please feel free to ask any questions, or request additional photos. All plates shipped in the US are shipped in a priority flat rate envelope with card board support..
